The National Consensus Commission has revised the fifth clause of the July National Charter’s declaration amid anger and protests.

The original clause had pledged to ensure justice, state honors, and support for those killed during the 16-year anti-fascist struggle before the popular uprising and the July–August 2024 movement.

In the revised version, the Commission added a reference to “justice for the killings committed by the fascist Awami League and certain members of its allied law enforcement agencies.” The updated clause also includes monthly allowances, proper medical treatment, rehabilitation, and legal immunity for the families of martyrs and injured fighters.

The amendment was announced in a press release issued by the Commission on Friday afternoon.

On Thursday night, individuals identifying themselves as “families of July martyrs and injured fighters” staged a protest on Manik Mia Avenue. This morning, a clash erupted when police tried to remove them from the south plaza of the Jatiya Sangsad Bhaban, where the signing ceremony of the “July Charter 2025” is scheduled to take place.

Prof Ali Riaz, vice-chairman of the Commission, said the clause was revised following the demands of the freedom fighters and recommendations from political parties. “This amendment reflects the demands of the July fighters and completes the necessary correction,” he added.
